USAA Email Scam and Fraudulent Messages

I keep getting emails from someone using my email address to sign up for bank accounts. (Chime, USAA, etc.) The person is not using my actual name, SSN, birthday, etc. They’re only using my email address. When I get these emails I contact the fraud department (through the actual website not clicking on any links) and no one in any of the fraud departments I’ve spoken to can figure out the scam tactic of this person ONLY using my email. Does anyone have any insight or have a similar situation? It’s happened 6 times now and honestly I’m tired of calling all these people to report the fraud.
