Is The $6400 Subsidy a Scam Advertisement?

The "$6400 Subsidy" advertisements on YouTube are scams. I keep seeing these ads on YouTube about a $6,400 subsidy stimulus check. I got one from Dr. Phil, Steve Harvey, The Rock, Barack Obama, Donald Trump, Andrew Tate, and other random celebrities. The scams show videos of celebrities and then fake their voices. I know how Dr. Phil talks so I can tell it's not him. The one with The Rock was the video he did with Oprah after the Maui fires when they announced that they were donating money and encouraging others to do so.
